I think is not correct. While it works the issue i think is that the PCLK2 freq. is scaled with a prescaler of the SYSCLK. Is there an integer you can use to scale between 84 MHz and 64 MHz? Also, you were supposed to use the stm32cubemax software, with it the issues with the different clock configurations become apparent.

Correct, a more appropiate answer would be that it's blinking with a frequency of 1 Hz.

Your Vpp is way to high. Also you seems to get some weird oscillations, the wave should be more square than that. By looking at the "end" of the square signal (where it's more flat without the oscillations) it seems like the Vpp is a little over 3V (I guess 3.3V) which should be the correct value. maybe there was a problem with you probe or ground.

Your wave should be something like a square wave so your reading is wrong. Also the 7.75V is too high like in the previous example.

weird that it couldn't handle "123". Sadly I currently don't have access to a Nucleo to test your implementation.
